Program examines how legal safeguards were sidelined in Turkey’s post-coup military purge

The second episode of ORSA TV’s “Siyah Beyaz Gündem” program examines how legal procedures were allegedly bypassed during the purge of the Turkish Armed Forces after Turkey’s July 15, 2016 coup attempt.

The program, titled “How was the law shelved during the purge process in the Turkish Armed Forces?” aired on April 17, 2020, and brought together former military personnel and a military judge to discuss the treatment of cadets, the preparation of dismissal lists and the role of special administrative units in the post-coup purge.Participants included Staff Col. Halis Tunç, Staff Col. Selami Kara, Judge First Lt. Şafak Kadir Baran and Senior Master Sgt. Ersin Demircan.

The episode focused on the fate of military cadets, what happened inside Turkish Armed Forces headquarters after the coup attempt and how lists used as the basis for emergency decree dismissals were prepared.

It also raised questions about how commanders known by their colleagues to have had no connection to the coup attempt were allegedly “thrown into the fire” by those who knew their innocence, and why legal advisers and judicial officers were sidelined during the decree-based purge process.

Another major theme was the creation of special cadres for purge operations. The participants discussed why such personnel were needed, who was selected for those positions and how profiling began inside the military bureaucracy.

The program also addressed the establishment of the Judicial Monitoring, Administrative Procedure and Review Branch, known by its Turkish initials as ATİİİ, and asked how many names were identified for dismissal after July 20, 2016, when Turkey declared a state of emergency.

ORSA TV said the program’s purpose was to follow and interpret Turkey-centered developments in world affairs and help shed light on the future. Viewers were invited to submit questions about the topics discussed, along with criticism and suggestions for the newly launched channel.
