Why wasn’t the order given that would have ended the coup before it started?

Former Special Forces Commander Lieutenant General Zekai Aksakallı stated, "In the Turkish Armed Forces, during crises or extraordinary situations, as soon as the first news is received, the order 'Personnel shall not leave the barracks' is given. This simple rule was not applied during Turkey's 2016 coup attempt; had it been applied, the coup attempt would have been exposed from the beginning." Following this statement, he incurred the wrath of the Chief of General Staff Hulusi Akar and was exiled. So, why didn't Akar give such an order that would have ended the coup before it started?

Former Special Forces Commander Lieutenant General Zekai Aksakallı, in his testimony to the Ankara 14th High Criminal Court in March 2017, stated: “In the Turkish Armed Forces, during crises or extraordinary situations, as soon as the first news is received, the order ‘Personnel shall not leave the barracks’ is given. This simple rule was not applied during Turkey’s 2016 coup attempt; had it been applied, the coup attempt would have been exposed from the very beginning.”

Following this testimony, Aksakallı was exiled to the Gallipoli 2nd Corps Command, described as a “sidelined” position. He was removed from Ankara.
